How to Start an E-Commerce Business in Dubai

Wondering how to start an e-commerce business in Dubai? Begin with your stock rather than your website, because where your products are stored and where they are sold decides most of the setup. A store that ships abroad from a free zone warehouse and a store that delivers to customers across the UAE can look identical online and still need very different structures behind the scenes.

Where your products end up changes the setup
Shipping abroad from a free zone
- Free zone companies can import, export and re-export goods
- Goods stored there for re-export are exempt from customs duty
- Customs-bonded warehouses sit close to ports and airports
Selling to customers in the UAE
- A free zone company sells locally through a licensed mainland distributor
- Or it sets up a mainland branch or company
- Customs duty applies when goods move to the mainland

How to Start an E-Commerce Business in Dubai: Start With Your Stock
Companies in the UAE operate under a license from either a mainland authority or a free zone authority, and the right one for a store depends on how the products reach the buyer. If you hold stock, the warehouse question comes first. If a supplier ships for you or you sell digital products, the stock question matters less and your activity and customer location become the main decisions.
Think of the company as the foundation under your store, with the stock and shipping plan as the first floor. Settling both early keeps your website, payment setup and suppliers from having to be rebuilt later.
Where Will Your Stock Sit?
According to the UAE government, free zone companies can import goods from abroad, export to international markets and re-export goods through the UAE, and trade is generally unrestricted as long as goods do not enter the mainland without proper customs clearance. Goods imported into a free zone carry 0% customs duty, goods stored there for re-export are exempt, and duty applies only if they move to the mainland.
Free zones also offer practical logistics advantages, including proximity to ports and airports, customs-bonded warehouses and fast re-export. For a store whose buyers are mostly abroad, that combination is often the natural fit, although the rules and packages differ between individual free zones, so the specific one you are considering is worth checking.
Can a Free Zone Store Sell to Customers in the UAE?
It can, but through a separate step. To sell locally, a free zone company has to use a licensed mainland distributor or set up a mainland branch or company, and direct mainland sales are generally not allowed without the required mainland licenses or approvals.
If a large share of your buyers will be inside the UAE, say so at the start, because it can change the structure we would recommend. Planning for it from day one is far easier than adding it after your first orders arrive.
What Should You Decide Before Talking to Anyone?
A short list of answers makes the conversation much faster:
- Are you selling physical products, digital products or services?
- Will you hold stock, or will a supplier ship for you?
- Which countries are your buyers in?
- Will you sell on your own website, on marketplaces or on both?
The activities on your license need to match what your business really does, so being specific now helps you land on a license that fits.
What About Visas, Banking and the First Year?
If you plan to live in Dubai as the owner of your store, a residence visa becomes part of the picture, and the options depend on the license and the authority. A store also needs a way to take payments and pay suppliers, so a corporate bank account is worth planning for, although the bank makes its own decision.
Costs for the first year depend on the license type, the free zone or authority, your activity, how many visas you need and whether your setup needs physical space. Because those variables differ for every store, we do not hand out a single number, but we do give you an itemized quote in which the price you are quoted is the price you pay.

Frequently Asked Questions
Do I need a license to sell online from Dubai?
Business activity in Dubai is carried out under a license from the relevant authority, and the license lists the activities you are approved for. Your store’s activity should be on it, and which authority applies depends on whether you choose a mainland or a free zone setup.
Is it better to hold stock in a free zone?
It depends on where your buyers are. Free zones suit stores shipping to international markets, while a store selling mainly to UAE customers needs a plan for the mainland step.
Can you guarantee my license, visa or bank account?
No. Nothing is guaranteed, because the authority or bank makes that decision. We recommend a structure in writing before you pay and give you an itemized quote.
